I'd think more colors are harder to do, more $$
Is there a "normal" number of colors ?
IE up to 3 colors is OK, more colors more $$

Nope, As many colors are you want. Nothing extra.

But not all colors are available in Neon. For example Red is difficult, it's best to use a red tube rather than just gas combos. Yellow is difficult also, I use yellow tubes.
