You and about 600 other people from Chiptalk are asking for the same thing.
What I've understand is that an entire rack is hard to come by in that you can't go to the cage and ask for them. You have to pillage them one by one as you come across them in whatever games they use them in. I don't know if that's still the same today, but when they were first released there was a mass frenzy for peeps trying to horde them.
