Misdeals and how they are handled.
This is what they do in the area....because its what they do on the boats, but is it the correct thing to do.
I skimmed through my RRoP last night looking for the chip stacking thing, and came upon misdeals but it only spoke of when 2 or more people have acted and what not. This scenario, nobody has acted and most times not everyone has all their cards.
Here, when the dealer is dealing and a card flips over exposing the card to the table as it is being passed to the player. That exposed card now becomes the first burn card. The dealer continues to deal in order, leaving the player with the exposed card 1 short. Then the burn card becomes the new hole card for the player who got shorted. No burn is done on the flop, because that is the exposed card
Is this correct? I'd say pass them all back and re-shuffle and re-deal, but "its what they do on the boats." So I pick and choose my battles.

That is the proper way, except the dealer is supposed to put the exposed card back on top of the deck(face up) to "hide" the next card(the purpose of a burn).

That's the way we do it. Any single exposed card during a deal becomes the burn, and that player gets what would have been the burn card.

x2 ..if its the dealers fault...
here in California, in Jackson Casino, they have a different rule if the player is the cause of the exposed card... (it happened to me)
dealer was dealing cards and when the first card came to me, i inadvertently hit it in a way that it accidentally flipped it over when i slid my hand out to get it..
thinking that card would be the burn card, i proceeded to muck it but the dealer stated that since I accidentally exposed it, i would have to keep it. (wtf right?).. so whatever. now my hole cards are one up, one down and i folded when it was my turn to act.
this was the first time i've seen this (happened a while ago so maybe they changed the rule).. so i guess like with most of the other rules, depends on where you are playing. YMMV.

Yep, turning the exposed card into the burn is the correct way. As long as it wasn't dealt to the blinds. If 2 get turned up then you have a misdeal. This is what they do in Vegas too.

Does this matter if the exposed card is the first or second dealt?
The guys at my game always call much when a card is exposed, and I always leaned more towards this rule.
Any real answer on this? Does it matter if its the first or second dealt card?

Yes, it matters if it is the first or second card.
2. The following circumstances cause a misdeal, provided attention is called to the error before two players have acted on their hands.
(a) The first or second card of the hand has been exposed by a dealer error.
Thanks for the clarification.

As long as it isn't the first card dealt to the blinds.
